The digital side of hurricane response

Since Hurricane Ian made landfall near Fort Myers, Florida, on Sept. 28, proceeding to cut a swath across the state, Florida CIO Jamie Grant has spent nearly all his time huddled with other state officials inside an emergency operations center in Tallahassee. In the weeks since the Category 4 storm hit, the Florida Digital Service has been setting up websites to help people find missing family members and neighbors, sifting through data to make search-and-rescue efforts more efficient and managing the largest deployment of satellite-internet technology outside Ukraine, Grant told StateScoop last week. “It’s kind of organized chaos,” he said. “I think this one’s been interesting, because I think it’s the first response that’s ever had a truly digital component.” Benjamin Freed reports.

USDA's National Accuracy Clearinghouse could challenge states' SNAP programs

The Department of Agriculture is finally moving forward with the National Accuracy Clearinghouse, an interstate data system to identify individuals receiving duplicate Supplemental Nutrition Assistance Program benefits. In an interim final rule, published earlier this month, the USDA outlines how the clearinghouse will help identify individuals receiving SNAP benefits from multiple states and applicants providing inaccurate information to benefits administrators. The USDA says the system will improve program efficacy and save $463 million over five years, while also creating safeguards that prevent SNAP recipients from having their benefits mistakenly taken away. States have five years to come into compliance, but achieving that may prove burdensome. Lindsay McKenzie has details.

NASCIO survey takes close look at future of state IT workforces

NASCIO Executive Director Doug Robinson joined the Priorities Podcast last week to discuss findings in the group’s annual member survey. Chief among the survey's findings were serious concerns about how state governments will recruit and retain IT workers. Between competition from the private sector, government’s lengthy hiring processes, the expectations of Gen Z workers and a legacy of unappealing, wonky job titles, CIOs see many challenges ahead, Robinson says.
