Dewand Neely, CIO, Indiana
Dewand Neely was appointed by Governor Mike Pence as the Indiana’s Chief Information Officer in October 2015. Dewand joined Indiana government in 2003, first as a contractor and then a full-time employee for the Family and Social Services Administration. He was then tasked to be one of the initial employees to join the Indiana Office of Technology when it was created in 2005 to help assist with the statewide IT consolidation efforts. He has served several managerial roles within the IOT before ultimately reporting directly to the CIO. Neely received his undergraduate degree from Purdue University’s School of Technology and his MBA from Indiana Wesleyan University.
Stu Davis, CIO, Ohio
Stu Davis currently serves as the State Chief Information Officer and Assistant Director for the Ohio Department of Administrative Services (DAS), Office of Information Technology (OIT). Stu has a varied background in IT leadership and management, including infrastructure, enterprise shared services, and spatial technologies. Prior to his appointment as state CIO, Stu served as the state chief operating officer and deputy director of the Infrastructure Services Division within DAS/OIT.
Tony Encinias, VP – Public Sector Strategy, ViON
Tony Encinias is ViON’s vice president for public sector strategy. In his position, Encinias will head up ViON’s ambitious efforts to design and implement enterprise-class IT solutions for governments and commercial customers who are demanding high performance, lower costs, top security and 24/7/365 support in their IT modernization efforts. Encinias most recently served as the chief information officer for the Commonwealth of Pennsylvania, where he was also chief technology officer from 2008 to 2012. While there, Mr. Encinias developed and implemented a capacity-on-demand compute services strategy, as well as instituted an Advanced Persistent Threat (APT) Cyber Security program, a first for state government. A retired U.S. Naval Officer, Encinias’ military career included his service as relational supply application program manager for the Space and Naval Warfare Systems Command, and deputy director for innovation in the eBusiness Operations Office for the Department of the Navy, Chief Information Officer. Encinias received the 2014 Computer World Premier 100 Technology Leader Award, and the 2014 StateScoop Executive of the Year Award.
Jake Williams, Manager of Strategic Initiatives, StateScoop
Jake Williams is the manager of strategic initiatives for StateScoop, based in Washington, D.C., where he focuses on IT initiatives and policies coming out of state governments. As a reporter, Williams previously covered the federal government, including the White House, Congress and several cabinet-level departments. Williams has also covered the emerging technology beat focusing on the integration issues surrounding unmanned aircraft systems.
