Communication is vital during times of change, such as digital transformation, and Illinois Tyler Clark knew he needed to establish a method to keep staff connected and informed, while minimizing the burden of numerous meetings. Clarks personal interest in military strategy helped him understand the value of a networked organization and so, the DoIT Daily was born, bringing a one-hour, structured daily webinar meeting for staff. The forum, introduced in 2017, serves as a tool to collaborate and update staff in a fast-moving, growing organization. Clarks DoIT Daily is quickly proving to be an essential communication tool for the agency.

Tracy Doaks is Chief Deputy State CIO and Chief Services Officer for the NC Department of Information Technology. In that role, she continually leads DIT to the most innovative and cost-effective ways to manage services. In her 2 years, she has introduced service-based costing and service maturity assessments, leading implementations that resulted in $25M in savings. She also moved the state into technology-forward services, such as cloud management, multifactor authentication for public safety users and soon-to-be released chatbot technology for the service desk. Next up? Blockchain. Tracy recently earned a Distinguished Alumnus of the Year award from NC State University.

She developed a very strong team, committed to common goals and excellent customer service and delivery capabilities. She leads by example, sets high standards, fosters an environment of ongoing improvement and collaboration. She supports team members while enabling them to work independently, leading to high morale and great achievements. Her staff and Agency Partners benefited greatly from having such ambitious leader at the helm.

Richard "Dickie" Howze

As Louisiana’s CIO, Richard &lquo;Dickie&rquo; Howze is setting a new standard for State IT development. After successfully establishing an Enterprise Architecture (EA) approach for the modernization of the State’s Medicaid program, Dickie is bringing the EA methodology to a statewide level. This will provide an infinitely scalable infrastructure on which Louisiana can support substantial digital growth and greatly expand online interaction for citizens and businesses. In his 34 years of public service, Dickie has been a vital asset to Louisiana. His vision and leadership are key factors in Louisianas improvements and will continue to be an invaluable resource.

Under Leons leadership, the AR Dept. of Labor has radically transformed its operation. By digitizing documents, automating over 37 processes, and putting technology in the hands of its field workers, the agency has increased its productivity while reducing costs. For example, the efficiency of safety inspections has increased 60%. Dispute resolution time was decreased by 120 days, and lost wages are paid out 90 days faster. The agency eliminated over 4 million paper documents in storage, and the savings in floor space alone paid for their initial technology investment, and currently operate with 15% less staff than when they started. On their current trajectory, they expect to be a fully digital agency by 2020.

In 2017, Barney Krucoff led the Smart Waste Management pilot program, designed to modernize DCs trash collection process. The program deployed smart sensors to measure the fill-level of 400 DC street-side waste cans with the goal of identifying incidents of improper dumping, optimizing can locations, and reducing rodent infestations. Mr. Krucoff also introduced a data governance policy and framework along with an enterprise API gateway to secure and centralize the collections and distribution of data. The API allows the pilot data to be shared securely and efficiently with multiple city agencies, leading to new insights to better serve the DC community.

Jayne Scofield is an IT administrator for the state of Nebraska where she, along with the state’s chief information officer, oversaw the state’s successful IT consolidation efforts. Scofield played an integral role in making sure the consolidation efforts happened on time. The consolidation is projected to save the state millions over the coming years. In addition, the state consolidation centralized IT staff under the state CIO’s office.
