Oregon, Alaska and Hawaii’s bid was one of two dozen submitted from around the country to test UAVs. The states were chosen, in part, because of their ability to provide testers with a wide range of climate regions to give testers a variety of testing conditions for UAVs.
In the interview, Ballard discusses his interest in UAVs, the economic benefits to Oregon and its partnering states and the difference between a UAV and a drone.
