On the Go: Mobilizing the Government Workforce

As smartphones, tablets and other connected devices continue to dominate the daily lives of citizens, government agencies across the country are struggling how to bring their workforce to the same level of connectivity. While some agencies chart courses forward, some end up lagging behind because of security, privacy and productivity concerns.

The eMichigan team has earned Michigan placement among the nation’s top 10 state websites in 2015 and 2016.
Keith Werner, CIO, North Carolina
Keith Werner currently serves as Secretary of the North Carolina Department of IT and State CIO. He was appointed to this position in December 2015. In this role, he leads Statewide IT planning and operations with an annual budget of more than $600 million and 2,200 employees. Prior to his current appointment, Werner was named to lead the Statewide IT Division (SID) as Deputy State CIO. He also provided strategic direction and oversight of statewide initiatives such as Digital Services, the Enterprise Project Management Office, the Government Data Analytics Center, and the Innovation Center. Keith has more than 20 years of experience as a business leader and manager with a diversified background in information technology and product development. Billy Hylton, Director of Digital Services, North Carolina
Billy Hylton is Director of Digital Services, a unit within the State of North Carolina’s Department of Information Technology. In this role, he has strived to collaboratively build and foster a 21st Century web and digital presence that is citizen-focused, efficient and cost effective. Hylton led the “Digital Commons” project, a cross-agency initiative that has transformed the state’s web presence, including mobile-optimized site redesigns and platform implementation for key offices and agencies such as Governor’s Office, State Portal (NC.gov), Department of Environmental Quality (DEQ), Department of IT, and many more. The Digital Commons platform runs on a multi-site Drupal implementation and leverages the OpenShift Dedicated Node Platform as a Service for its infrastructure. Mary Ellen Buzzelli, State and Local Government Strategy Consultant, Dell EMC
Mary Ellen is an industry strategist and advisor within the State and Local Government sector at Dell EMC. She is responsible for engaging with government agencies and organizations at the state and city/county level, understanding major trends and challenges, and advising Dell EMC on technology needs and solutions for public sector customers.
Prior to joining Dell EMC, Mary Ellen was vice president for Client Services at Mission Critical partners, Inc., a public safety communications consulting firm. Before MCP, she spent 18 years with Siemens Enterprise Communications (now Atos). As the director of government and education markets, she managed the strategy and tactical direction of the public sector market, including advising on industry solutions, strategic alliances, and relationship building with key influencers and decision makers at the state and local government level. She holds a bachelor’s degree in economics and urban studies from the University of Pittsburgh.
Jake Williams, Manager of Strategic Initiatives, StateScoop
Williams focuses on IT initiatives and policies coming out of state governments and plays an active role developing relationships with state and local IT departments, associations and their officials. He also reports on state and local IT events. He previously covered technology developments in the federal government, including the White House, Congress and several cabinet-level departments. Before that, he covered the political consulting world at Campaigns & Elections magazine. Williams graduated from Indiana University of Pennsylvania with a bachelor’s degree in journalism and a focus in political science.
