Christopher Shorter is the chief administrative officer for the city of Baltimore, Maryland.  Shorter has worked for the city under extremely unique circumstances. Not only is he the first CAO for the city, but he also established a Transformation Management Office, while undergoing an ERP modernization. The TMO is an innovative construct to shift the focus of the administrative function of the city from outputs to outcomes for its residents.
